A cyclist does not come to rest immediately after he stops pedalling

That is because of the moment of inertia. When you stop paddling there is no other force than the frictional force on the cycle (between wheel and ground). Now according the Newton's first law of motion, the cycle will keep moving even if you have stopped the paddle. But since there is frictional force (which is very small), the cycle will stop after travelling some distance.
