Yes, menstrual cycle continues even after tubectomy

Tubectomy prevents the passage of ovum through the fallopian tube
Menstruation is the release of endometrial tissue along with the
unfertilised ova in the absence of fertilisation

Every month uterus prepares itself for receiving fertilised egg
(zygote) and help its development into baby If fertilised egg is
not received then prepared lining of uterus comes out of the body
as menstrual flow Even after tubectomy this process can continue i
e 
menstruation will occur and ova will be also produced from the
ovary but will not be released or carried to uterus through the
fallopian tube
