It would be inappropriate to say that all the physical changes are temporary and reversible, cutting of paper, cutting of tree, breaking of ceramic crockery are some example of irreversible physical changes. 
Hence, reversibility is not a good criteria to distinguish between physical and chemical change. 
Similarly, chemical changes are also known which are not permanent and reversible in nature, For example:
NO2 (colourless gas) on heating form NO (brown gas) and Oxygen gas, when the mixture of NO and oxygen gas is cooled it again form NO2 gas (colourless gas).
Therefore we can say that all the temporary and reversible changes are not physical changes.
