Dear Student,
The motion of the train is accelerated when the coin is in the air. The train continues to move but the position of the coin remains the same and as a result the coins falls behind the passenger who tossed it (option a).
From Newton's first law of motion the objects keep moving in the same direction with the same speed as long as no external force is applied on it.
In this case water will keep moving forward when brakes are applied. The tanker will stop but water will continue moving (option b).
