Because boiling point of alcohol is 78.3 degree Celsius and the boiling point of water is 100 degree Celsius. 

When we perform fractional distillations and when we heat up the solution upon 78 degree Celsius, most of the alcohol present in the solution will be vaporize and can be collected separately but as the boiling point of water is 100 degree Celsius, so water will only remain in the vessel. Hence, they are separated.
