Phases of Inferior planets like mercury and venus can be seen from earth using a telescope as their orbits are smaller than that of earth and are not in the plane of the earth's orbit.
However, it is not possible to see the phases of Uranus from earth because the distance of Uranus is far enough from sun as well as earth that it always appear to be in the same direction.
