Can there be develpoment without overuse?

yes this is possible to have devlpoment without overuse by some methods we suistainable develpoment which involves using of resources judiciory for eaxample.. ground water resource are overused in india especially in agricuturally areas lilke punjab  and haryana instead of using ground water resources for irrigation sprinklers can be used even rain water harvesting can help and conserve water..

ya sure there is a devoelpment without overuse whe have to use it minimum but all of us waste water and hence cause a overuse of ground water
