Can we call organisms like vultures decomposers? Or even saprophytes as decomposers ?

Vultures are not decomposers. They are scavengers. They feed on dead organisms but does not speed up the decomposition process.

Also, saprophytes and decomposers are different. 
Saprophytes feed on dead and decaying materials in the soil. On the other hand, Decomposers breakdown complex organic matters into their simpler forms.
