now read the question once more; they have asked the derivation b\w
commercial unit of energy and SI unit of energy
means,
"         commercial unit ..      " = "si unit...'
         now,
    commercial unit of energy = si unit of energy 
i.e.                                         J  = kWh
now this can be written as,
                                              J =1kW x 1h
​                                              J =1000W x 30x30      ( where 1kWh=1000W  nd 1hr = 30 *30s)

                                              J= 1000W x 3600
                                              J = 3600*1000                    
                                              J = 3.6*10 raised to -6              (made in  standard form)

now 1 unit of energy means 3.6*10^-6 
                                               hence 1kWh = 1 unit
