Potential resources are the resources which we know are present on earth but due to lack of scientific knowledge and technology are not in use, but they may be used in future . For example uranium deposits of Ladakh.

Potential resources - These are those resources which are present in the environment to satisfy human needs, but humans themselves don't have adequate technologies to use them.
Developed resources - These resources have been properly measured in terms of quantity and quality for utilization. However the development of such resources depends on feasibility too.

Natural resources are classified into different groups depending upon their level of development and use;origin; stock and distribution.
On the basis of their development and use resources
can be classified into two groups, ACTUAL resources and POTENTIAL resources.
Actual resources are those resources whose quantity is known. These resources are being used in the present. The rich deposits of coal in Ruhr region of Germany and petroleum in the West Asia, the dark soils of the Deccan plateau in India are all actual resources.
Potential resources are those whose entire quantity may not be known and these are not being used at present. These resources could be used in the future. The level of technology we have at present may not be advanced enough to easily utilise these resources. The uranium found in India is an example of potential resource that could be used in the future. High speed winds were a potential resource two hundred years ago. Today they are an actual resource and wind farms generate energy using windmills like in Netherlands.

Potential resource-materials which are found in a region but have not been utilised maybe due to lack of development or high cost of extraction.
Developed resources-materials which are surveyed and their quality and quantity is determined for existence.these resources' development is based on level of technology and feasibility.

Potential reasources ~ The reasources which are not yet being used or which are still in preliminary stage are Potential reasources.
Developed reasources~ The reasources which have been developed by man for use and which are being utilized are actual reasources.
