Experts please explain the highlighted part about the composition of lok sabha

The Lok Sabha is made out of agents or representatives of individuals picked by direct political race based on grown-up testimonial. Of these, 530 individuals are straightforwardly chosen from the States and 13 from Union Territories, while two are assigned by the President to address the Anglo-Indian people group.
