Experts Please explain this to me

Dear Student,
  1. The paragraph talks about how the parliament meetings must be held at least twice a year within 6 months of gap. 
  2. In case this doesn't happen then the President has the power, to call all the members of the parliament for a parliamentary meeting. The President has the right to stop the meeting of any of the houses (Lok-sabha or Rajya Sabha) without disestablishing it. 
  3. The President also has the right to disestablish or terminate the House of the People after talking to the Prime Minister. 
  4. Also, for the Parliament to pass any necessary bills or pass any laws, a minimum of 1/10th of the total attendance of MPs is mandatory.
