E is the electric field vector.

Epsilon not is the specific inductive capacity or relative permittivity of vaccum.

Sigma = ? (doubt) 

Sigma ‘ρ’ is the electric charge density of the surface of the plates.

Considering a Gaussian surface enclosing a small charge on the positive plate the electric field for the positive plate comes out to be ρ/2ε0 directed towards the negative plate. Similarly, the electric field for the negative plate comes out to be ρ/2ε0 directed towards the negative plate. So, at any point in between the plates net electric field is the sum of the field contributed individually by the positive and negative plates. Thus, the net electric field in between the plates is,

E = ρ/2ε0 + ρ/2ε0

= > E = ρ/ε0
