Velocity can be all three- positive, negative and zero.
• An object with zero velocity is an object at rest.
• An object with positive velocity is an object moving forward.
• An object with negative velocity is an object moving backwards.
Depending on what you are defining "forward" and "backwards" as.
For example:
Driving a car forward would be positive velocity. Driving in reverse would be negative velocity.
