Dear friend,
You are very right in saying that in headlines we use perfect tense.However, there is no hard and fast rule regarding the use of perfect tense.There can be times when other tenses for eg - simple tense is more appropriate.For insatnce, in this question, simple past suites better than past perfect, so I have used that tense.
