The atomic number of hydrogen is 1. Thus there is only one electron in its K shell. Therefore its electronic configuration is 1. Oxygen on the other hand has the atomic number 8. Hence its electronic configuration is 2, 6. So there are six electrons in the valence shell of oxygen. Therefore, oxygen will share its two electrons with hydrogen, leading to the formation of two single bonds between oxygen and hydrogen.

The oxygen atom will pull the shared pair of electrons towards itself, which will lead to the development of partial negative charge on oxygen and partial positive charge on hydrogen.
