Democracy is a government where the leaders are elected by the people. Thus the people have the  right to be included in the decision making of the country .This is how democracy improve the quality of decision making.

It is because democracy that helps experiment with every factor. The electorate in India have voted on every line, lets say, caste, language, race , religion etc. They have seen the successes and failures of their choices. Now they can change their choices on the basis of development and growth, secularism or other factors which may deem fit to them. Thus, the chance to participate in elections, referendums and plebiscites gives them the chance to correct their mistakes and improves the decision making process.
