In India the grainaries are full but the poorare hungry. Explain this paradox

India's grains warehouse are bursting at the seams and sacks of rice and wheat lie rotting in open for lack of storage space.These government managed stocks are for offsetting a fall in agriculture productivity in events of droughts and floods.But because the public distribution system is undermined by bureaucracy and corruption,60 million tonnes of grain is lying in warehouse under plastic sheeting.Another main reason for this unfortunate situation is that many poor families do not have enough purchasing power (i.e. money income) to buy food. Over one-fifth of the country’s population suffers from chronic hunger. They have to go to their beds with an empty stomach. A good food security network, therefore, should not only ensure adequate physical availability of food but also increase the capabilities of the poor to buy food
