Is 0.3 is rational number because it equal 3/10

Assuming “0.3” is written in decimal, it has the same value as the fraction 3/10,
which is certainly a “rational number” because it is the ratio between two integers (three and ten).
Rational Numbers are fractions both positive and negative.
 

Obviously, it is neither a “whole number” nor an “integer” (since ten is not divisible by three)
