No it is not safe for an electrician to carry out electrical operation on a rainy day because when water falls through the air, it becomes conducting due to dissolved gases in it and also gets conducting when it mixes with minerals of earth. Due to conductivity of water in contact with electricity may easily electrocute the electrician who may accidentally get in contact with it.
