The plasma membrane or the cell membrane which is made up of phospholipid bilayer is a semipermeable membrane. It is present in all types of cells. The plant cells have a cell membrane inside the cell wall. The cell wall as such is fully permeable. 

The answer to the question is the cell membrane or the plasma membrane which is technically found in all living cells including plants.
