The term kleptomaniac is used for a person who has a habit of stealing stuff not for personal use or financial benefit but for the sake of stealing and an uncontrollable urge. The speaker is talking about Evans, he says that there have been no records of him being violent with the authorities or anyone else. He is compared to a star at a Christmas concert, he hinted at the fact that he was good at disguising himself. The Governor wanted to add some more about Evan's personality but he thought it would be better without speaking more in detail. He thought he would look at everything else himself as he was going to make all the security arrangements.
