The right answer of the 13th question is option (a) 73rd constitutional amendment act 
The Constitution (73rd Amendment) Act, 1992 added a new part IX consisting of 16 Articles and the Eleventh Schedule to the Constitution. The 73th Amendment shows the establishment of Gram Sabha as the foundation of the Panchayat Raj System to perform functions and powers provided to it by the State Legislatures.The provisions of 73rd Amendment Act made the elections of Panchayats mandatory on regular basis. It made the seats reserved at all the three levels in favour of women, the scheduled castes, the scheduled tribes and the other backward classes.
The answer of 15 th question is option (c) State Election Commission. The State Election Commissions were constituted under the Constitution 73 & 74 Amendments Act, 1992. For each State / Union Territory ,State Election Commission are given the powers to the conduct the elections to the Corporations, Municipalities, Zilla Parishads, District Panchayats, Panchayat Samitis, Gram Panchayats and other local bodies. They are independent of the Election Commission of India. Artical 243K (1) states that the State Election Commissioner will be appointed by the Governor of the State , who will be responsible for the direction, supsuprevision and regulation of the elections in the state.

13. The answer is (a). The 73rd amendment introduced changes in the Indian constitution regarding local government provisions. It was passed in 1993.

15. The answer is (d). Every state has a state election commission which conducts panchayat elections in that state.
