CO in normal cases has triple bond and is a neutral ligand.
In case 1;  [V(CO)6]- oxidation number of central atom = x + 0(6)=-1, x = -1 , V-
In option 2, oxidation number of central atom x+0(5)=0, x= 0, Fe
In option 3, oxidation number of central atom ; x+0(6)= +1, x=+1, Mn+
In option 4, oxidation number of central atom; x +0(6)=0 , x=0 Cr

Bond is strongest between carbon and central atom when there is back bonding, ( side wise overlaping between central atom and ligand) hence, CO bond will consequently weaken.
Here it is asked that which compound would have strongest CO bond means the compound having least back bonding.
Which is Mn due to positive charge and less electrons.
Hence answer is option c
