3. No. A woman with a blocked fallopian tube cannot give birth to a child. It is because fertilisation takes place in the woman's fallopian tube. If the fallopian tube is blocked, the egg released from the ovary would not be able to pass through the blockage. As a result, the egg and sperm won't be able to meet and fertilisation would not take place.
