Dear student,

The answer for 1st and 2nd question is as follows-

Answer 1-  Implements. 
The executive of the state implements the law enacted by the legislature and enforces the will of the state. 

Answer 2-  President.
The bill passed by the state legislature becomes a law only when the President signs it. The President has several options. He can sign the bill and it becomes law. He can veto the bill by refusing to sign it and returning it to Congress within ten days with a message stating his reasons. The president can also decide not to act.
