Point out a difference between the federal structures in India and Belgium

Both India and Belgium have a federal system of government. Both the countries have a federal government and state governments at the provincial level. The major difference is in the third tier of government. The third tier of government in India is local government which operates at the village, district or city level. It mainly looks after local affairs like local roads, local drainage and sanitation etc. In Belgium, the third tier of government is called community government which looks after issues related to language, culture and education. No such tier called community government exists in India.
