Prime Minister runs the country, Chief Minister runs the state. Logically then the chairperson of Zilla Parishad should run the district. Why does the DM or collector administer the district?

Solution-
The chairperson of a Zila Parishad, called Adhyaksha or President, is elected from among the directly elected members. The vice-chairperson is also elected similarly. 
Functions of Zila Parishad are as under:
 
1. It is responsible for giving proper advice to Gram Panchayats and Block Samitis & assist in their functioning.
 
2.It acts as a connecting link between state government and bodies at the lower level.
 
3.It overlooks the implementation of the Five-year plans.
 
4.In accordance with the Block Samiti, it makes the developmental plans for the whole district.
 
5.It even gives advice to the State government regarding the development efforts and plans in the district level.
These plannings are sanctioned and implemented by the bureaucrats like collectors and also he looks after the law and order situation of district ,so collectors appointed by the centre act as head of district level since panchayat raj system was introduced much later after independence of India but district heads like collectors were a system established from pre independence time which was adopted by Indian leaders on lines of British administration system. Zila parishad was introduced through 73 rd amendment act to the constitution ,so since independence the system of collectorate is prevailing in the country.
