Q. Is using a comma before a conditional (if) naot allowed

In case the 'if clause' is at the beginning of a sentence, comma is used.
For example: If it rains, we will not go for the movie.
In case the 'if clause' is at the end of a sentence, comma is not used.
For example: We will not go for the movie if it rains.
