Dear student

If we wants to move the object which is at rest then we need to accelerate it and also,we have to overcome the resisting force and the inertia of body as well. But when we want's the object which in motion remains in motion, then we just have to balance the resisting force that is frictional force and overall resultant force becomes zero. That is no acceleration or deaccelaration is observed in such cases. 
Therefore we can conclude that more force is required to change the state of motion of object which is at rest than the object which is in motion.
