Shopkeepers selling ice blocks usually cover with jute sacks? Why?

Jute sack is the insulator of the heat, it slows down the melting of the ice that is why  jute sacks does not melt ice where as wool present in woollen cloth  is a poor conductor of heat and it has air trapped in between the fibres.
