The poet acquaints us  with a fan which talks a lot. He means that the fan makes spontaneous sound on motion. The poet tried to hear and understand what the fan says, but he fails to understand. One day suddenly the fan stopped making sound because someone had oiled the whirling motor and the fan turned into as silent as water.

once an electric fan began to make some sounds. the poet imagined that it was trying to talk. it was a fan which ran on electricity. so he calls it electrical chatting. he could not quite understand what the fan was trying to say. so he calls the 'chatting' mysterious.
one day somebody oiled the fan's motor. this stopped the sound. now the poet knew that the fan was demanding oil.so the mystery was gone and the fan ran still as water.
