Dear student, 

The commanding heights refers to those industrial units that serve as inputs for industrial growth. For example, transport, communication and defense. Such industries require heavy investment capital and have long gestational period. Consequently, it is difficult for the private sector to take up investment in these industries. However, these industries are highly important for the economy as a whole as they provide an infrastructural base. So they must be taken up by the government.
This supports the idea of socialist economy.
