let the breadth to be x
length x + 4 
perimetre of rectangle = 2 [ l +b ]
= 2 [ x +4 + x ] = 84
2x + 4 = 84 / 2
2x + 4 = 42
2x = 42 - 4 = 38
2x = 38
x = 38 / 2
x = 19
breadth = 19 m [ x]
