a)  Mrs. Sappleton makes this statement to the person who was holding a white mackintosh.
b) Mr. Nuttel rushes off as he sees three men and a dog returning home. When the man carrying the white overcoat asked about the man who ran out of the house on seeing them, the speaker says these words to describe the way in which Mr. Nuttel ran out of her house. 
c) "He" is Mr. Nuttel.
No, the people he saw weren't ghosts. In the story, Vera fooled Mr. Nuttel in believing that her aunt has gone crazy as her husband and brothers were dead. Thus, when Mr. Nuttel sees three men and a dog returning home he rushes off hurriedly, thinking them to be ghosts. But in reality, Mrs. Sappleton's husband and brothers were alive and had actually gone for hunting.
