Let the length be l
So by the problem - 2( l + b ) = 28   ( do not give the unit cm in equation )
                            => 2( l + 4 )= 28
                            => 2l + 8 = 28
                            => l = (28 + 8 ) / 2
                          =>  l = 18
So length is 18 cm.
