Reflection and refraction can be explained by both the nature of light.

The wavelike nature of light explains a lot of its properties in phenomena like reflection, refraction, interference, diffraction, polarizations and Doppler Effect. 

For instance, when light travels from one medium to another, it undergoes refraction because waves travel at different speeds through different media. Similarly, light diffracts when it travels between or around objects, because light waves bend when they hit obstacles.

Newton proposed that light was composed of corpuscles that travelled in straight lines. That worked fine for reflection, because the bouncing of either particles or waves off a planar surface follows the same law of reflection. But to explain refraction, he had to presume that the particles travelled faster in a more optically dense material
