 Let XY be a secant with its corresponding chord AB in the circle. Let think of a case where chord shifts towards the outside of the circle. The chord AB will gradually decrease in size and finally a point will come where the two points will finally coincide to form a single point. And at that point, the secant XY will touch the circle at only one point and form a tangent.
