 This happens because  -the I effect of chlorine destabilizes the intermediate carbocation formed during Electrophilic substitution. On the other hand, Cl donates its lone pair electron to the aromatic ring and hence increases the electron density at ortho and para positions. But since the -I effect of Chlorine is stronger than its +R effect hence, Cl causes deactivation of the ring, and therefore it is difficult to nitrate chlorobenzene.
