what are framing questions?

Framing a question means to construct a question with a view to a specific answer. There are different kinds of questions, some like reference to context which require the answer be given from the information provided in the question, some which require larger textual analysis as well as questions which cover over arching themes. The answer one seeks determines the framing of a question.

TO MAKE A QUESTION ON BASIS OF AN ANSWER OR SOMETHING ELSE IS CALLED AS FRAMING QUESTION.
e.g. ANSWER- NO ONE CAN SERVE TWO MASTERS.
       QUESTION FRAMED- WHO CAN SERVE TWO MASTERS?
