the constitution of India provides for a division of powers between the central and the state government. the powers have been divided into 3 lists--

1-- union list-- it contains 97 subjects of national importance and union parliament has been given the power to make laws in these subjects.

2-- state list-- 66 subjects have been given the state list and state legislature has been given the power to make laws on these subjects.

3-- concurrent list-- on the 47 subjects given in the list, both the parliament and the state legislature have been given the power to legislate.

those subjects which havn 't been concluded in any of the above 3 lists are residuary subjects. only parliament have been given the power to make laws in relation to such subjects.
