​1. To maintain the unity of the country. In a country like India where diverse population reside safeguarding and promoting unity among these diverse group becomes the prime duty of a federal government. The interests and needs of these groups have to be fulfilled.

2. To accommodate regional diversity to maintain the spirit of unity and integrity.

Governments at different levels should agree to some rules of power sharing. They should also trust that each would abide by its part of the agreement. An ideal federal system has both aspects : mutual trust and agreement to live together.?
