What does a voltmeter measure....the potential difference or the voltage?? or are both of them the same thing? 

Dear student,
Voltmeter is a device that used to measure the potential difference between two points in a circuit. And in electricity in general voltage across two points and potential across two points defines the same quantity.
​And to measure the voltage or potential difference across two points, one need to connect the voltmeter across the parallel to that points.
