What does a voltmeter measure....the potential difference or the voltage?? or are both of them the same thing?

Voltmeter is a device that used to measure the potential difference between two points in a circuit. And in electricity in general voltage across two points and potential across two points defines the same quantity.
And to measure the voltage or potential difference across two points, one need to connect the voltmeter across the parallel to that points.
