Biomolecules are continuously formed and broken down in our body but there is a steady state (A stable condition that does not change over time) characterized by the concentration of biomolecules in our body i.e concentration of biomolecules remains constant over a period of time. This steady state in a living organism exists in a non-equilibrium state.  As work can not be performed by the equilibrium state, so the steady state is a non-equilibrium state i.e work is continuously done by the living system.
Thus,it means that the living organisms in their living state are not in equilibrium because systems at equilibrium cannot perform work. As living organisms work continuously, they cannot afford to reach equilibrium. Thus simply we can define the living state is a non-equilibrium steady state that is able to perform work.

Hence, option c is correct answer.
