Its quite simple to understand. First of all consider an object and then consider a surrounding around you. If that object for example, an object is pencil, and surrounding is a room, if that pencil does not move according to the surrounding then object is at rest and if the pencil moves in a room then that pencil is in motion. This case is true only if the surrounding does not move. Another example and this example will not satisfy this case. In this case, surrounding is a car and object is anything that is placed in a car. If a car is moving and object inside it is not moving then object is rest, does not matter if the surrounding is in motion.
