Unitary government is a kind of government system in which a single power, which is known as the central government, controls the whole government.
In a unitary system, the central government has all the power. In a federal system, some powers are given to the central government and other powers are given to the lower levels of government (provinces or states).
In a unitary system, the central government gets to decide what powers, if any, to give to the lower levels of government. Even if it gives them some power, it can always take it back. The lower levels of government have no right to their power.
Federal government is a type of national government in which government have powers to delegates the power to other elected member of the states
In a federal system, they have a right to their powers. The central government cannot just take those powers away. Typically, as with the US, there is a written constitution that tells what powers go to the national government and what powers go to the lower levels.

Under the unitary system either there is only one level of government are the subunits are subordinate to the central government. The central government can pass and orders to the provincial on the local government.
In federal system government and its powers are divided at Union and State level, in some countries even at the local self level. In this system, the central government cannot order the state government to do something.
In federal system state government has powers of its own for which it is not answerable to the central government. Both these governments are separately answerable to people.
