What is the sign convention fot the moment of a force?

The direction of (moment of force) $\underset{\tau }{\to }$ is perpendicular to the plane containing $\underset{r}{\to }$ and $\underset{F}{\to }$, and is determined by right-handed screw rule.
By convention, anticlockwise moments are taken as positive and clockwise moments are taken as negative.
