Ans 1) Under COPRA, three tier quasi-judicial machinery at the district, state and national levels was set up for redressal of consumer disputes.

(i) District level courts:

They deal with cases involving claims upto Rs. 20 lakh.

(ii) State level courts:

They deal with cases involving claims between Rs. 20 lakh to Rs. 1 crore.

(iii) National level courts:

They deal with cases which are exceeding Rs. 1 crore.

If a case is dismissed in the district level court, the consumer can also appeal at the state and then at the national level court.

Ans 2) (i) in india,the consumer movement as a "social force" originated with the necessity of protecting and promoting the interests of consumers against unethical and unfair trade practices.

(ii) food shortage,hoarding,black marketing,adultration of food-products, high prices,etc.gave birth to the consumer movement i an organised form in the 1960s.

(iii) at the initial stage, consumer organisation were largely engaged in writing articals and holding ehibited they formed consumer groups to look into the malprctices in ration shops and overcrowing in the road passsenger tranport.

(iv) more, recently, india witnwessed an upsurge in the number of consumer groups.this is because of more and more cases of consumer exploitation by the private traders.the activities of various consumer forums forced the goverment to enact the Consumer Protection Act,1986,popularly known as the COPRA.

ANS 1) A major step was taken in 1986 by the Indian government when it enacted the Consumer Protection Act 1986, popularly known as COPRA. Under COPRA, a three-tier quasi-judicial machinery at the district, state and national levels has been set up for redressal of consumer disputes. 
1) The district level court
They  deals with the cases involving claims up to Rs. 20 lakhs.
2) The state level court
They deals with the cases involving claims between Rs. 20 lakhs to 1 crore.
3) The national level court
They deals with the cases involving claims exceeding Rs. 1 crore.
Example:-
If I feel that the justice has not been done to me in the District court then I can represent my case in state as well as in the national court and if a case is dismissed in district level court, the consumer can also appeal at the national level court.

ANS 2) The consumer movement arose due to the following factors
(i) Dissatisfaction of consumers, as many unfair practices were being indulged by the sellers like short weighing, black marketing, adulteration, etc.
(ii) There was no legal system available for consumers to protect them from exploitation in the marketplace.
If consumers were not happy with a particular brand, product or shop, they generally avoid buying that brand or product or would stop purchasing from that particular shop.
(iii) It was presumed that it was the responsibility of consumers to be careful while buying a commodity or availing of a service.
Evolution of Consumer Movement The Consumer Movement in India started as a social force with the need to protect consumers against unfair and unethical trade practices being followed by many retailers and manufacturers.These included creating artificial shortages, hoarding cereals and other agricultural products, black marketing of goods and adulteration of cooking oils and food items
(iv) Till 1986, consumer organisations were highlighting issues by writing articles in newspapers and magazines about these bad practices of merchants. But nowadays, as the consumers have become more aware, the number of consumer groups have grown who have highlighted these malpractices. In 1986, the Government of India enacted the Consumer Protection Act, also known as COPRA. This was a major step in the Consumer Movement in India.
