Fires can effectively put out by water when wood or paper are on fire because wood and paper do not conduct electricity, therefore it is safe to put water on these kind of combustible substance. Fires which cannot be put out by water when oil or petrol are on fire because as they are lighter than water. They will float on water and will keep burning.
