When does governor asks CM to prove majority in Legislative Assembly?

Any CM is asked by the governor of the state to the prove its majority in the assembly is known as Floor Test. The CM has to move a vote of confidence and win a majority by assembly voting process. If the confidence motion fails to pass, the CM has to resign. This is to  ensure transparency in the constitutional process.
When any single party secures the majority of the seats in the house, the Governor appoints the leader of the party as the Chief Minister. But if, the majority is questioned, the governor asks the the leader of the party which claims majority has to move a vote of confidence and prove majority amongst the voters of Legislative assembly. Also, if there are differences within a coalition government, the Governor can ask the Chief Minister to prove its majority in the house.
Ex. In Karnatak, BJP party was asked by the governor to prove its majority in the house during 2018 election.

State Legislative Assembly is an elected body where members from all constituencies of the state, CM discuss the issues for the welfare, growth and betterment of the State. The Governor addresses the State Legislative Assembly.

The government at the state level functions almost similarly as the government at the centre. so just as the president, PM and council of minister work at the centre the Governors, CM and the council of minister function at the state level.

So, the MLA's, Chief Minister and the governor take up the responsibility to smoothly undertake smooth function of the state. And at the State Legislative assembly the decisions for the welfare of the state are taken after discussions and approval.

Citizens of each constituency choose their representative through election, and they become the Member of Legislative Assembly. The MLAs address the problems of people in their respective constituencies and discuss the issues at the Legislative assembly with the CM and governor and get the required relief.

The governor is the nominal executive authority (de jure executive) and the Chief Minister is the real executive authority (de facto executive). In other words, the governor is the head of the state while the Chief Minister is the head of the government. Thus the position of the Chief Minister at the state level is analogous to the position of prime minister at the Centre. The Constitution does not contain any specific procedure for the selection and appointment of the Chief Minister. Article 164 only says that the Chief Minister shall be appointed by the governor. However, this does not imply that the governor is free to appoint any one as the Chief Minister. In accordance with the convections of the parliamentary system of government, the governor has to appoint the leader of the majority party in the state legislative assembly as the Chief Minister. But, when no party has a clear majority in the assembly, then the governor may exercise his personal discretion in the selection and appointment of the Chief Minister. In such a situation, the governor usually appoints the leader of the largest party or coalition in the assembly as the Chief Minister and ask himto seek a vote of confidence in the House within a month. The governor may have to exercise his individual judgement in the selection and appointed of the Chief Minister when the Chief Minister in office dies suddenly and there is no obvious successor.

When a party or coalition of parties secures a clear majority in the elections, the President, has to appoint the leader of the majority party or the coalition that enjoys majority support in the Lok Sabha. When no party or coalition gets a majority in the Lok Sabha, the President exercises her discretion. The President appoints a Prime Minister who in her opinion can muster majority support in the Lok Sabha. In such a case, the President can ask the newly appointed Prime Minister to prove majority support in the Lok Sabha within a specified time.

The Chief Minister’s position is pre-eminent in the State governmental system. In practice, his position will be imposing only when his party commands a clear majority in the State Legislature.When it is a coalition government, it becomes difficult to safeguard the principle of collective responsibility also. Much of the time and energy of the Chief Minister will, in that case, be wasted on keeping his team united and sufficiently disciplined.
